The Third International Conference on Best Practices in Chemical Process Safety Management (PSM) was successfully held

 From October 31st to November 1st, our school jointly collaborated with the China Occupational Safety and Health Association and the Shandong Province Emergency Management and Safety Production Association，successfully hosted the third International Symposium on Best Practices in Chemical Process Safety Management (PSM). More than 700 experts and scholars from China, the United States, Norway and other countries attended the event. Additionally, 30,000 people participated online via channels such as the HSE and other video platforms of China University of Petroleum. Xinhua News Network, China Petroleum News, Toutiao and other media provided continuous coverage of the conference.

Zhang Jiangang, Vice Chairman of the Standing Committee of the People's Congress of Qingdao City and President of the Qingdao Federation of Trade Unions, and Wu Qiangming, Party Secretary of China University of Petroleum (East China) (CUP), delivered welcome speeches on behalf of Qingdao City and the university respectively. Dean Liu Xinmei attended the meeting.

Zhang Jiangang delivered a speech, stating that currently the chemical industry in our country is at a crucial stage of upgrading its industrial chain, Strengthen and accelerate the dissemination and practical implementation of the concept of chemical process safety management, It is an inevitable choice for developing new productive forces and achieving high-quality development. Qingdao is an important petrochemical industrial base and a concentrated area for high-end chemical projects in new materials across the country, deepen the implementation of the special rectification and improvement campaign, Innovation has implemented a series of measures such as digital management, hierarchical and categorized management, and high-risk collaboration, significant achievements have been made in the construction of the safety management mechanism for chemical processes, and valuable experience has been accumulated. He fully affirmed the contributions made by China University of Petroleum (East China) and the China Occupational Safety and Health Association to the promotion of chemical process safety in Qingdao. He stated that Qingdao will take this conference as an opportunity to actively draw on advanced experiences from both domestic and international sources, Promote the deepening of the concept of chemical safety management and the innovation of its practical implementation, continuously enhance safety management capabilities, contribute more "Qingdao strength" to the chemical safety cause of the entire province and even the entire country.

Wu Qiangming delivered a speech,introducing China University of Petroleum(East China)(CUP)'s overall development to all participants and emphasizing the university's high attention to the construction of the chemical safety discipline.He stated that with the support of the Ministry of Education,the Ministry of Emergency Management,various industry associations,and major enterprises,CUP has carried out extensive exploration and practice in cultivating high-level interdisciplinary and application-oriented talents in chemical safety by relying on three established national key laboratories(namely the Deep Oil and Gas Laboratory,the Chemical Safety Laboratory,and the Heavy Oil Laboratory),as well as the Zhongshan Petroleum Energy Belt and Road International Joint Laboratory and key laboratories of the Ministry of Emergency Management and other high-level platforms.Remarkable achievements have been made in the construction of the chemical safety engineering major,the advanced training program for interdisciplinary and application-oriented chemical safety talents,and the International Symposium on Chemical Process Safety,providing a good demonstration for many universities and institutions.He expressed expectations for all participating parties to deepen exchanges and mutual learning,conduct in-depth discussions and explorations on new concepts,new technologies,and new achievements,draw inspiration from the insightful interactions among participating leaders,experts,and industry peers,and promote mutual improvement through experience sharing to contribute best practice solutions to chemical process safety management.

President of the China Federation of Industrial Economy, Former Minister of Industry and Information Technology Li Yizhong, Chinese Academy of Engineering member, national engineering survey and design master, chief scientist of China Petroleum and Chemical Corporation, director of the Technical Committee of China Petrochemical Engineering Co., Ltd., vice president of the China Occupational Safety and Health Association, Former member of the Party Leadership Group and chief engineer of the Ministry of Emergency Management Wang Haoshui, Shakeel H. Kadri, the director of the Chemical Process Safety Center of the American Chemical Engineers Association, Vice President Wei Lijun of the China Safety Production Science Research Institute, and Senior Vice President Chen Yifeng of Wanhua Chemical Group Co., Ltd, Huang Qizhong, Deputy Director of the Safety and Environmental Protection Supervision Department of the State Energy Group, Yong Ruisheng, the deputy general manager of China Petroleum Safety and Environmental Protection Technology Research Institute Co., Ltd., and 13 other top experts in the industry were invited to deliver the keynote speeches at the conference, deep discussions were held on topics such as high-quality development in the chemical industry, improvement of intrinsic safety, enhancement of safety leadership, and the application of AI in chemical safety.

The conference also included an "Expert Face-to-Face" interactive exchange session, as well as five sub-venues: "Best Practices Sharing on Chemical Process Safety Management", "Sharing of Safety Management Experiences in Coal Chemical Enterprises", "Process Safety Control", "Sharing of Experience in Enhancing Enterprise Safety Management", and "Best Practices in Fire and Explosion Risk Assessment and Mitigation Measures Application",A total of 53 special reports were conducted. Associate Professor Chen Qiang from the college delivered an academic report titled "Construction and Practice of Process Safety Documentation System Based on CCPS Guidelines".

During the conference, the 4th Chemical Safety Talent Training Seminar was also held. Co-organized by China University of Petroleum (East China) (CUP) and the Safety Specialty Certification Committee of the China Engineering Education Accreditation Association (CEEAA), the seminar was specifically undertaken by the Department of Environmental and Safety Engineering of our university. Wang Haoshui, Vice President of the China Occupational Safety and Health Association, and Wu Faxian, Member of the Party Leadership Group and Deputy Director of the Shandong Provincial Emergency Management Department as well as Deputy Director of the Qingdao Emergency Management Bureau, attended the meeting. Meanwhile, Shi Jinhua, Deputy Director of the Education Department, and Gao Xu, Secretary-General of the Safety Specialty Certification Committee of the CEEAA, jointly presided over the seminar.

The conference was accompanied by the fourth Chemical Safety Talent Training Seminar. Eleven teachers and experts from the China Chemical Safety Association, Tianjin University, East China University of Science and Technology, and our university shared the work and achievements carried out by their respective teams in the field of cultivating chemical safety talents, the participating enterprise experts and university teachers conducted in-depth discussions on topics such as innovative measures for cultivating chemical safety talents, AI-assisted talent cultivation, and joint talent cultivation between universities and enterprises, Jointly explore new paths for cultivating talents in chemical safety.

The International Symposium on Best Practices for Chemical Process Safety Management was jointly initiated by China University of Petroleum (East China) (CUP) and the China Occupational Safety and Health Association in 2023. Held annually, it aims to promote the exchange and transformation of domestic and international best practices in chemical process safety management and improve the chemical process safety management level of Chinese enterprises. Participants include representatives from governments, industry associations, major chemical enterprises, and universities, making it one of the most influential conferences in the field of chemical process safety in China.

The Chemical Safety Talent Training Seminar aims to respond to the national call for accelerating the cultivation of interdisciplinary and application-oriented talents in chemical safety, and to address the current lack of a sound chemical safety talent training system in China and the severe shortage of such professionals. Jointly initiated by China University of Petroleum (East China) (CUP) and the China Occupational Safety and Health Association in 2022, it is held annually and is one of the most important specialized conferences for chemical safety talent cultivation in China.
